How do I get a police clearance certificate from Russia?

In Russia, apply at a regional Information Centre of the Ministry of Internal Affairs, a multifunctional centre, or online through Gosuslugi. Abroad, apply at a Russian embassy's consular section, or give a representative power of attorney to apply. IRCC accepts only the paper original, listing all names used in Russia. Certificates from local police offices are refused.


Is Canada accepting Russian immigrants?

Yes. A Russian spouse or partner is sponsored under the standard family rules. To visit Canada, a Russian citizen needs a visitor visa. For permanent residence, IRCC's Russia items add IMM 5562 for each adult and labour-book pages. IMM 5546 applies where there was service, and any Russian divorce needs its final record.


What is an absolute decree?

A decree absolute is the final order that ends a marriage. The IRCC instructions for Russia use the term for anyone divorced in Russia, asking for a copy of that final record. In Russia, it is usually a divorce certificate or a court decision that has entered into force. We confirm which record fits your divorce.


Can I translate my own documents for immigration?

No. Guide IMM 5289 says applicants cannot translate their own documents, and neither can family members, from parents and spouses to first cousins. The translator must be bilingual; unless certified in Canada, they swear an affidavit before a notary. Attach a certified copy of each Russian original too.


Can I get a certificate of non-impediment to marriage abroad in Canada?

No. Canada does not issue certificates of non-impediment. Global Affairs Canada issues a statement in lieu of one instead. If you plan to marry in Russia, ask the Russian authorities which documents they want. They may ask for extra proof of single status, such as a sworn declaration.
