A local civil registry copy instead of PSA
IRCC asks for certificates issued by the PSA. A local civil registrar copy only helps as backup for a late or missing birth record.
No proof of marital status
A Philippine passport holder needs a CENOMAR or a PSA Advisory on Marriages. We confirm which one reflects your partner's record.
An NBI clearance with a remark
A clearance showing a record or case needs the NBI explanation, the full court decision and your own account of what happened. Clerk certifications are not accepted.

Government fees are fixed by IRCC, not by your partner's nationality. For a spouse with no children, fees come to $1,260, and biometrics add $85 when required. The spouse sponsorship fees guide lists every charge.

Where can I get an NBI clearance in Toronto, Canada?
The IRCC page for the Philippines gives two routes for applicants outside the Philippines. One is in person at the nearest Philippine embassy or consulate. The other is by mail to the NBI head office in Manila. From Toronto, check the consulate's current steps and fees before you start. The NBI mails the clearance to applicants living abroad.
Can I get an NBI clearance via online?
Inside the Philippines, yes. IRCC's page lists online applications alongside in-person applications at NBI offices. The clearance itself is picked up in person, unless the applicant lives outside the Philippines. From abroad, the route is a Philippine embassy or consulate, or a mailed application to the NBI head office.
What documents are required for spousal sponsorship in Canada?
Every file needs forms, identity documents, civil records, relationship evidence and police certificates. For a Filipino partner, IRCC adds PSA-issued birth and marriage certificates. Philippine passport holders also need a CENOMAR or a PSA Advisory on Marriages. The police certificate is the NBI clearance. Your personalized checklist confirms the full list for your case.
Do I need to register my marriage in Canada if I got married abroad?
No. A marriage legally performed abroad is usually valid in Canada without registration here. For IRCC, what matters is registration where the marriage took place. If a Filipino partner married outside the Philippines and reported it to the PSA, include the PSA document and the foreign certificate.
Is a marriage certificate required for a spouse visa application?
For a married couple, yes. The certificate has to prove legal registration of the marriage, and a wedding-day record will not do. For a marriage in the Philippines, that means the PSA marriage certificate. Common-law partners do not need one; they prove at least 12 months of living together instead.
