Who this service is for

A course start date can make document delays stressful. Begin with your offer letter, current status and the questions you need answered.

For the national reference, read the complete guide to study permits in Canada.

Students with a Toronto-area study offer

You have an offer from a designated learning institution (DLI) and need help preparing your study permit application. The practice covers students at U of T, TMU, OCAD, George Brown, Seneca, Humber, Centennial and York.

Students extending or changing their studies

Your current permit, program dates or planned school change need review before you apply. The applicable route depends on your status and circumstances.

Students with questions about their application

You have a previous refusal, a study plan needing explanation or a sponsor whose financial support needs documenting. A consultation can identify what needs closer review.

What Study Permit Application Support Includes

The agreed work covers preparation, submission and the follow-up specified in your written service agreement. You provide the source records and confirm their accuracy.

01

Eligibility and application route

Your RCIC reviews your study plans, current status and previous immigration history against IRCC’s eligibility requirements. Bring your offer letter, passport and any previous decisions. The national study permit consultant service explains the wider application scope.

02

PAL confirmation and DLI verification

Mirzoyan Immigration Services checks your letter of acceptance, DLI status and Provincial Attestation Letter (PAL) requirements. Your RCIC assesses whether a PAL appears required for your application. IRCC decides whether an exemption is accepted. The province or territory issues the attestation; contact your school for instructions on obtaining it.

Include a valid PAL with the application unless an exemption applies, and provide evidence of the exemption.

From January 1, 2026, students in a degree-granting master’s or doctoral program at a public DLI are exempt. See IRCC’s PAL requirements and the official DLI list.

03

Financial evidence and sponsor documents

The file brings together tuition records, living and travel costs, and evidence explaining the available money. You provide statements and supporting source records, including sponsor documents where applicable. Check the application-date rules for proof of financial support.

04

Forms and study plan

Mirzoyan Immigration Services prepares the necessary application forms on your behalf and reviews your study plan and supporting documents. You provide accurate information and the records needed for your application.

05

Submission and correspondence

Once the required documents are ready, Mirzoyan Immigration Services submits through the permitted IRCC online route on your instruction. Government fees are separate. The written agreement identifies the application work and IRCC follow-up included in the retainer.

06

Decision and next steps

Mirzoyan Immigration Services monitors your application and explains IRCC correspondence and the decision. Any response or follow-up work follows your written service agreement.

Document issues we check before submission

Compare the school details, immigration history and financial records before submitting. A discrepancy needs an explanation or corrected evidence, rather than an assumption.

Missing or invalid PAL evidence

Include a valid PAL when required, or evidence supporting your exemption. A 2025 PAL is not valid for a new 2026 application. Validity is checked when applying. A missing required PAL can cause the application to be returned without processing. Read the Provincial Attestation Letter guide.

School details and acceptance-letter verification

Match the school and DLI number against the designated learning institution list. Ask the school to correct discrepancies in your letter of acceptance. If the school misses IRCC’s verification deadline, IRCC returns the application and refunds the processing fee. DLI status alone does not establish PGWP eligibility; the program and other requirements also matter.

Incomplete immigration history

IMM 1294 asks about previous visa or permit refusals, denied entry and removal from Canada or another country. It separately asks about previous applications to enter or remain in Canada. Answer each question fully. Withholding material facts can lead to a misrepresentation finding and five-year inadmissibility.

Unexplained deposits or unavailable funds

Include records explaining recent deposits and access to restricted savings. IRCC’s examples include six months of bank statements with source documentation. Check your local visa-office instructions. A statement-history requirement is not a universal minimum holding period. The question is whether sufficient money is available for the required costs.

Eligibility Requirements at a Glance

The basic requirements below need to be checked against your application category and circumstances.

Basic study permit requirements and qualifications
RequirementWhat you need
Acceptance letterA letter of acceptance from a designated learning institution. Check PGWP eligibility separately.
PAL or exemptionA valid PAL when required, or evidence that you qualify for an exemption.
Money for your studiesEnough money for tuition, living expenses and return travel, including accompanying family members.
Valid passportA valid passport or accepted travel document. Your permit cannot extend beyond its expiry.
Health and admissibilityMeet IRCC’s health and admissibility requirements. A medical exam or police certificate may be required.
Study plans and departureExplain your study plans and satisfy the officer that you will leave Canada when your study permit expires.

PAL exemptions: From January 1, 2026, students in degree-granting master’s or doctoral programs at public DLIs are exempt. Other graduate programs are not automatically exempt.

Financial requirements: For applications from September 1, 2026, one applicant outside Quebec needs CAD 23,448 annually for living expenses. Tuition and travel are extra. Include accompanying-family costs. Show first-year funds and explain how longer studies will be funded.

Study Permit Fees and Processing Times

Government charges are separate from the professional fee agreed with Mirzoyan Immigration Services. The table covers a standard study permit and biometrics where required.

Government fees in Canadian dollars
Government chargeAmountWhen it applies
Study permit, including an extensionCAD 150 per personStandard application fee. Restoration, if needed, is a separate charge.
Biometrics, individualCAD 85Pay only when required. Exemptions and previously valid biometrics may apply.
Biometrics, eligible familyCAD 170 maximumFor two or more eligible family members applying at the same time. This cap is for biometrics, not study permit fees.

The Student Direct Stream closed on November 8, 2024. New applicants cannot use that former route. Check IRCC’s current processing-times tool for your application category and location. Estimates do not guarantee a decision before your course starts. Eligible doctoral students applying online from outside Canada may qualify for faster processing under separate IRCC instructions.

Students in Canada changing to a new post-secondary DLI may qualify for 60-day extension processing. Apply online and select “Yes” to the applicable question identifying the student’s DLI change. Follow IRCC’s school-change instructions and include the required documents. Faster processing does not itself authorize study at the new school before approval.

If timing is tight, ask your school about its latest arrival date and deferral requirements. Allow separate time to gather documents.

Clear Fees Before You Retain Us

Government charges and third-party costs are separate. Visa Application Centre charges, medical examinations and translations may add costs where applicable. The published fee menu explains Mirzoyan Immigration Services’ services; your agreement records the scope for your file.

Frequently Asked Questions

How much does a study permit cost in Canada?

IRCC charges CAD 150 for a study permit. Biometrics are CAD 85 when required. Restoration, medical examinations, translations and professional assistance are separate costs. Mirzoyan Immigration Services confirms its flat professional fee in a written agreement before retained work begins, so the government fee should not be treated as the full application cost.

How long does it take for IRCC to process a study permit?

Use IRCC’s current processing-times tool for the application country and study-permit category that apply to you. The estimate changes and is neither a guarantee nor a maximum. Allow additional time to obtain a letter of acceptance, any required PAL or TAL, financial evidence, biometrics and medical results before IRCC can decide the application.

Who is the best consultant for study visa applications for Canada?

There is no single best consultant for every study-permit application. Check that a paid representative is authorized, review the proposed scope and ask who will handle the file. IRCC explains how to choose a representative. Mirzoyan clients work directly with Narek or Vahe Mirzoyan, whose RCIC credentials can be checked on the College’s public register.

What are the requirements for a study permit?

Requirements depend on the application, but generally include acceptance from a designated learning institution, proof of identity and financial support, and a PAL or TAL unless an exemption applies. You must also satisfy the officer about your temporary stay and meet any medical or admissibility requirements. Review IRCC’s current document requirements for your circumstances.

Do I need an IELTS for a Canada study permit?

IRCC does not list IELTS as a universal document for every study-permit application. Your school may require IELTS or another language test for admission, and the letter of acceptance remains part of the permit file. Follow the DLI’s admission rules and the IRCC document instructions that apply to your application location and circumstances.
