Immigration in Toronto: What You Need to Know
Toronto is the largest immigration destination in Canada. The 2021 Census recorded 2,862,850 immigrants in the Toronto CMA, or 46.6% of the population.
The top source countries for Toronto CMA immigrants in 2021 were India, China, and the Philippines, followed by Pakistan and Sri Lanka, per Statistics Canada. The 2021 Census also counted 249,980 non-permanent residents in the CMA, which was 27% of Canada's total.
The local economy draws workers into specific sectors. All five of Canada's largest banks (RBC, TD, Scotiabank, BMO, CIBC) are headquartered in the financial district. The technology sector employs staff at Shopify, Google Canada, and AMD. Hospital networks including University Health Network and Sunnybrook Health Sciences Centre employ thousands of internationally trained professionals.
Post-secondary institutions in Toronto generate a large share of Canada's international student population. The University of Toronto enrolled over 25,000 international students in 2022-23. York University, Toronto Metropolitan University, Seneca Polytechnic, Humber College, and George Brown College also attract significant international enrolment. Many graduates go on to apply for a Post-Graduation Work Permit (PGWP) and later apply for permanent residence through the Canadian Experience Class.
Immigration Services for Toronto Residents
Toronto clients come to us with a wide range of files, from first work permits to complex citizenship applications. We lead with the programs most commonly requested in the city.
Express Entry. The Express Entry system manages applications under the Federal Skilled Worker program, the Canadian Experience Class, and the Federal Skilled Trades program. Toronto's concentration of skilled workers in finance, technology, and healthcare means many local residents qualify under one or more of these streams. Your Comprehensive Ranking System (CRS) score, language test results, and work history all affect eligibility. IRCC now runs category-based draws targeting specific occupations, per IRCC.
Spousal and Common-Law Sponsorship. Toronto's large immigrant population means many residents sponsor partners from abroad. Spousal sponsorship involves two simultaneous applications, one from the sponsor and one from the applicant. Incomplete files are a common cause of refusal.
Work Permits. Employer-specific and open work permits are among the most requested services. Whether you need an LMIA-based permit, an intra-company transfer, or a spousal open work permit, a licensed RCIC can identify the correct category. Read more on our work permit page.
Business Immigration and Intra-Company Transfers. Toronto is headquarters city for many multinational employers. We prepare intra-company transfer work permits under the International Mobility Program, LMIA-exempt permits under CUSMA, and supporting applications.
Study Permits and PGWPs. International students at a Designated Learning Institution need a valid study permit. Graduates of eligible programs can apply for a PGWP to build Canadian work experience.
Super Visas and Visitor Visas. A Super Visa lets parents and grandparents stay for up to five years per entry. Short-stay visitors apply for a temporary resident visa.
Citizenship Applications. Permanent residents who meet the residency requirement can apply for Canadian citizenship.
If your situation does not fit neatly into one of these categories, contact us to discuss your case. We also handle PR card renewals, permit replacements, notary services, and apostille services.

Why Choose Mirzoyan Immigration
Both Narek and Vahe Mirzoyan hold dual credentials as RCICs and LSO-licensed paralegals. This combination is uncommon among Canadian immigration consultants. You can verify their standing on the CICC public register and the LSO directory. Every client works one-on-one with a single consultant from initial call through final decision. We do not hand files off to unlicensed assistants.
Our fees are set in a Legal Services Agreement signed before work begins. There are no hourly billing surprises. Our related notary practice has earned over 250 five-star Google reviews, a record that reflects the service standard we bring to every immigration file. Narek immigrated to Canada himself, and that lived experience shapes how we explain the process to clients. Together, the team carries more than 20 years of combined immigration experience. We work in English, Russian, and Armenian.
